The Harris County Flood Control District is seeking qualified candidates for the role of Equipment Operator II.
Reporting to the Crew Leader, the Equipment Operator II is responsible for operating various small engines and moderate to heavy equipment used to maintain clear channels, drainage elements and right of ways in accordance with the District’s mission to maintain the Infrastructure.
Job Duties: Operate trucks and equipment including spray equipment, tractors, chainsaws, 4-wheel drive extreme utility vehicles (XUV) and weed trimmers. Mix herbicide(s) in accordance with manufacturer and District’s formulas and instructions and dispense from truck, tractor, XUV or from backpack. Clean and repair all spray equipment and properly store herbicides and supplies. Cut weeds, grass, and brush in, along and around channels, drainage elements and right-of ways using equipment designated for that purpose. Dislodge and remove drifts and debris (trees, limbs, brush, vines, trash and refuse) from channel berms, slopes and bottoms for proper disposal. Drive trash truck to and from job sites, dump sites or landfills. Check and maintain all equipment fluids, perform daily inspection(s) and fuel and wash equipment, as needed. Report necessary replacement or repair of defective equipment to supervisor. May perform other duties that can be added or changed as the course and scope of the job directs.

The Crew Leader is responsible for providing leadership, direction, and safety to a team of crew members performing field maintenance operations. This role also ensures proper equipment and supplies are assigned to the crew for task completion in accordance with the District’s mission to maintain the Infrastructure.
Job Duties: Oversee and direct a crew of field personnel which includes laborers and equipment operators. Delegate work assignments and instructions to crew members in accordance with the Production Supervisor’s instructions for program requirements such as herbicide spraying, channel clearing and debris removal. Work alongside crew members and operate equipment as needed to ensure production goals are met. Ensure site trucks are loaded with the proper supplies and crew members have the proper safety equipment before heading to the work site. Perform job site safety analysis (JSA) and crew safety awareness talks (tailgate meetings) to ensure all crew members are aware of site conditions and potential hazards prior to start of work. Record daily work production by task including completion of work order forms and pictures of work in progress. The Utility Coordinator is responsible for overseeing the District's private utility coordination including utility conflict identification, relocation, and necessary pay-out items. This position will also assist and work closely with the District's project managers and utility sub- consultants in tracking private utility projects.
Job Duties: Oversee the review of design plans and the utility conflict table for accuracy. Issues utility notifications and coordinates office/field meetings with team members, external utility representatives, and consultants when needed. Process all purchase order requests including follow-up and distribution. Create and distribute all department correspondence including letters, memos, requests for invoices, etc. Coordinate agenda items for Commissioners' Court, including after court action items. Maintain, track and resolve issues with utility relocation schedules to ensure completion of tasks by agreed-upon dates. Provide bi-monthly status update reports and leads the utility coordination & management team status update briefings. Oversee contractor’s workload, assist in prioritizing tasks to ensure deadlines are met. Lead and participate in department initiatives and process improvements. The Harris County Flood Control District is seeking qualified candidates for the role of Watershed Plan Reviewer.
The Watershed Plan Reviewer is responsible for reviewing, researching, and modifying private sector development projects, plats, and public sector infrastructure projects for the Watershed Management Department to ensure compliance with the District’s design criteria and watershed management plans in accordance with the District’s mission to maintain the Infrastructure.
Job Duties: Review government capital improvement and private sector development plans (including subdivision, site, detention, channel, bridge and other drainage related plans and plats) to confirm compliance with the Flood Control District’s criteria and policies in the Policy, Criteria, & Procedures Manual (PCPM). Research letter files, design reports, aerial photos, record drawings and other resources to support plan review efforts. Provide preliminary District review and approval of all commercial and residential construction plans. Assist the Watershed Coordinator by providing interdisciplinary plan review of development projects to ensure compliance with the District’s PCPM, Master plans, capital improvement projects, maintenance activities, Harris County Precinct activities and FEMA regulations. Communicate effectively with design engineers and the public by telephone, letter, plan mark-ups and in person to explain plan review efforts and objectives. Coordinate with other District and County departments, including Harris County Permits Office, in support of regulations and permitting activity for government and private sector construction development plans. Perform field visits as necessary to confirm compliance with the District’s design criteria and standards. Attend initial planning meetings with private sector engineers, developers, and landowners to explain the District’s policies and criteria. Ensure proposed developments comply with the District’s watershed master drainage plans. Advise management of problems and prepare recommendations for solutions using best practices. Duties will include: Read and understand the jobs and work order per company standards Preventative maintenance and repair all systems on Semi-Trailers to meet the standards set forth by DOT Remove and replace brakes, brake drums, hubs, seals, bearings, races and associated parts Repair electrical and lighting systems Repair or replace chassis components such as springs, spring hangers, equalizers, complete slider assemblies, axles, and sub frames Repair mud flap brackets and dolly leg assembles Repair or replace flooring, rub rails, doors and door trim Repair roofs, panels, nose panels, lower and upper rails Conform to all safety and health standards Assist fellow mechanic technicians
