CARES Act Expanded Unemployment Benefits

 

  • Federal Pandemic Unemployment Compensation (FPUC) – extra $600 per week (expired 7/26)
  • Pandemic Unemployment Assistance (PUA) – expands UI coverage to self-employed, contract workers up to 39 weeks
  • Emergency Unemployment Compensation (EUC) – extra 13 weeks of benefits after exhaustion of regular benefits (last payable week 12/26)

 

Official weekly UI claims data does not include PUA or EUC, only ‘Regular’ claims

  • Pandemic claims indicate a later peak in total claims of late April vs. early and reaching 125k in a single week
  • Fall in Pandemic claims indicates rapid return to work of self-employed, contractors long before 39-week maximum
  • Data reflects Pandemic claimants working in industries/occupations where self-employment and/or contract work is common
  • Emergency claims may reflect pre-COVID long-term unemployed and claimants recently exhausting 26 weeks of benefits first received in April
