The Harris County Flood Control District is seeking exceptional, detail-oriented and qualified candidates for the role of Utility Coordinator.
The Utility Coordinator is responsible for overseeing the District's private utility coordination including utility conflict identification, relocation, and necessary pay-out items. This position will also assist and work closely with the District's project managers and utility sub- consultants in tracking private utility projects.
Job Duties: Oversee the review of design plans and the utility conflict table for accuracy. Issues utility notifications and coordinates office/field meetings with team members, external utility representatives, and consultants when needed. Process all purchase order requests including follow-up and distribution. Create and distribute all department correspondence including letters, memos, requests for invoices, etc. Coordinate agenda items for Commissioners' Court, including after court action items. Provide bi-monthly status update reports and leads the utility coordination & management team status update briefings. The Watershed Plan Reviewer is responsible for reviewing, researching, and modifying private sector development projects, plats, and public sector infrastructure projects for the Watershed Management Department to ensure compliance with the District’s design criteria and watershed management plans in accordance with the District’s mission to maintain the Infrastructure.
Job Duties: Review government capital improvement and private sector development plans (including subdivision, site, detention, channel, bridge and other drainage related plans and plats) to confirm compliance with the Flood Control District’s criteria and policies in the Policy, Criteria, & Procedures Manual (PCPM). Research letter files, design reports, aerial photos, record drawings and other resources to support plan review efforts. Provide preliminary District review and approval of all commercial and residential construction plans. Assist the Watershed Coordinator by providing interdisciplinary plan review of development projects to ensure compliance with the District’s PCPM, Master plans, capital improvement projects, maintenance activities, Harris County Precinct activities and FEMA regulations. Communicate effectively with design engineers and the public by telephone, letter, plan mark-ups and in person to explain plan review efforts and objectives. Coordinate with other District and County departments, including Harris County Permits Office, in support of regulations and permitting activity for government and private sector construction development plans. Perform field visits as necessary to confirm compliance with the District’s design criteria and standards. Attend initial planning meetings with private sector engineers, developers, and landowners to explain the District’s policies and criteria. Ensure proposed developments comply with the District’s watershed master drainage plans. Advise management of problems and prepare recommendations for solutions using best practices.
