LOCATIONThis role offers remote flexibility. The Manager will support a team of Development Engineers positioned across the Mid-Atlantic US. Up to 30% travel per month will be required, to participate in team meetings with direct reports and senior leadership. Regular travel to our Warrendale, PA office will also be required. Candidates must be willing to work a corporate day-shift schedule on Eastern Time Zone. Our ideal candidate will reside in the Mid-Atlantic, US, preferrably in the Maryland / D.C. / Virginia area, in order to best accommodate regular travel needs.PRIMARY PURPOSE OF POSITIONThe Manager, Development Engineering is responsible for hands-on leadership of the Development Engineering team supporting Infrastructure Renewal, and Building Upgrade and Improvement projects with a focus on energy efficiency and sustainability. The Manager ensures that projects and project engineers meet anticipated internal and external objectives. Provides guidance and support to the Project Development Engineers during various project development phases, such as identification and qualification conceptualization pre-development and development and the activities associated with those phases. The Manager, Development Engineering will work closely with the Sales and Construction teams by providing support for current and future opportunities. Has ownership of department budgets and ensures that development costs do not exceed budgets.PRIMARY DUTIES AND ACCOUNTABILITIESLeads and manages Development Engineering by providing strategic direction, technical expertise, and oversight of project execution. Oversees a diverse engineering team focused on Energy Engineering in MEP systems, General Construction, and Renewables. Ensures adequate resourcing, performance management, hiring, and continuous development aligned with business goals and industry standards.Oversees the entire development process from initial assessment through final deliverables, ensuring adequate staffing, timely execution, and high-quality outcomes. Reviews all deliverables for technical accuracy, cost effectiveness, energy savings validation, and alignment with customer goals.Conducts due diligence on opportunities from the Sales team before assigning resources, including the use of external consultants as needed. Communicates assessments to Leadership.Drives business strategy by developing and presenting technical solutions throughout project development, both in writing and through presentations.Supports the Sales team in customer presentations, proposal development, and plays an active role throughout the sales, bid, and installation phases.MINIMUM QUALIFICATIONSBachelor's degree in engineering (Civil, Electrical, Mechanical) and 10-years of related experience in the consulting engineering, design-build, or energy services fieldsAbility to work effectively under high stress situations in dynamic, fast paced environmentsProfessional Engineering (PE) registration, Certified Energy Manager (CEM) and/or LEED AccreditationProfessional Engineer (PE) LicenseFinancial management experienceDemonstrated experience in financial planning and cost managementStrong expertise in engineering and construction methodologies, including energy calculations and technical documentationExperience reviewing and improving technical deliverables such as proposals, Investment Grade Audits (IGAs), and related documentsAbility to work and respond to stressful situations, environments and emergenciesAbility to effectively adapt to changes in the work environment, manage competing demands and navigate frequent change, delays or unexpected eventsTechnical, analytical, consulting and organizational skills along with strong demonstrated oral and written skillsProven ability to manage development engineering projects, incorporating sound project management practices and fiscal oversight, including budgeting and cost controlProficiency in speaking, reading, and writing EnglishWritten and oral communication/presentation skills, report generation & technical writing skillsDemonstrate organizational and project management skillsDemonstrated leadership skills in strategy, development, planning, organizing, coordinating, and evaluating activitiesDemonstrated project budgeting, cost tracking, and cost estimating experienceExperience supervising and developing employees, including performance management, training, and conflict resolutionAbility to manage high-demand situations with professionalism, diplomacy, and a focus on cost-effective outcomes PREFERRED QUALIFICATIONSBachelor's degree in Mechanical EngineeringExperience in developing energy conservation projects involving renewable energy technologies, large prime movers such as combustion turbines, biomass and landfill gas facilitiesAbility to perform load calculations and energy analyses using industry-standard modeling software, including EnergyPlus, eQuest, Trane Trace 3D, and solar PV evaluation tools such as Helioscope.Proficiency with design software such as AutoCADProficiency in project scheduling and tracking using software such as Primavera and other common construction project management applications
