The position will be responsible for developing and interpreting company environmental policies and guidelines, creating methods and procedures to ensure compliance. The successful candidate will advise managers and supervisors on company goals and requirements, providing guidance and technical assistance to establish and administer programs and procedures, including budget inputs. The Environmental Air Specialist will also monitors compliance, apply for permit - Title V (Air), directs related reports and recommendations to appropriate personnel. The available schedules for the position are 9/80, 5/40 or 4/1, on-call coverage occurs one full week every 10 weeks and support of TAR once a year. Key Responsibilities1. Prepare and coordinate Title V permit applications in compliance with Bay Area Air District regulations, including evaluating facility emissions, determining applicable federal and local requirements, drafting permit conditions, and ensuring timely submittal and renewal of permits. Collaborate with internal teams and regulatory agencies to address technical issues and support public participation processes.2.Interpret and/or develop Company air environmental policies and guidelines and develops methods and procedures for implementing and assuring conformance; advises appropriate managers and supervisors of the Company's goals and requirements; provide guidance and technical assistance in organizing and establishing programs and procedures to implement and administer such requirements, including budget inputs. Monitor compliance with these policies in assigned areas and directs related reports and recommendations to appropriate personnel.3. Design and/or review engineering designs and cost estimates for environmental equipment or systems; determine engineering specifications and recommends equipment, as required.4. Identify and investigate current and developing air environmental problems or issues to determine cause and contributory circumstances; initiate steps to prevent recurrences and provides recommendations with appropriate personnel as well as communicating to senior management.5. Keep abreast of air environmental legislation, regulatory agency actions, and international standards as well as related technological and administrative developments; develop/assist with legislative and regulatory impact assessment to ensure an appropriate response by the Company to governmental proposals; submits required reports and obtains various permits as required.6. Develop environmental information, manuals, training material and programs; informs employees of related policies and procedures; conducts appropriate training sessions.7. Represent the Company with appropriate trade associations, industry work groups and regulatory agencies. Serve as technical resource to Government Affairs in contact with elected officials. Maintains a working knowledge of issues and key Industry contacts, directs activities and budgets, and disseminates pertinent information.8. Maintain sufficient professional expertise and proficiency in discipline to achieve Company expectations and perform technical assignments.Education, Experience and SkillsMinimum QualificationsHigh School Diploma or GED required with 15 years of relevant air environmental experience in a process industry (e.g. refining, midstream, petrochemical or other heavy industrial); OR Bachelor’s degree in a HES or Engineering related field with 10 years of relevant air environmental experience. (Education must be obtained/completed prior to start date) Must have experience preparing and coordinating Title V permit applications in compliance regulations.Must be an Environmental Air Subject Matter Expert in developing and interpreting company environmental policies and guidelines, creating methods and procedures to ensure environmental compliance.Must have high level of detailed knowledge on current and proposed environmental rules and regulations across multiple components with the ability to communicate impact plans to upper leadership for budget development.Must be able to advocate on behalf of the Company with environmental regulations, regulatory agency actions, and international standards while also representing industry trade groups.Must be able to serve as a technical expert to Federal Government Affairs in contact with elected officials.Must be proficient in Microsoft: Word, Excel and Outlook.Must have steady employment history.Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.Must have a valid driver’s license.
