The Houston Airport System is seeking the talents of a dynamic leader and successful HR professional, who will serve as the talent acquisition specialist responsible for the development, promoting and executing strategies to attract top talent in the delivery of the Houston Airport System's (HAS) overarching goals. This position manages all aspects of the executive recruitment life-cycle and facilitates the on-boarding of all executive positions within the organization. Through a targeted recruiting strategy this position focuses on long-term human resources planning as part of the ongoing strategy to find specialist, leaders or future executives for HAS. This position also manages the organizations intern program at the non-executive level as part of creating a steady pipeline of potential talent and to ensure that the organization is being recognized as an employer of choice among preferred candidates.


Key Responsibilities

Executive Recruitment:


  • Works very closely with the hiring manager to deeply understand the needs of the business, the requirements and expectations of the job and how it fits into the organization.
  • Assist with the development of scorecards
  • Pro-actively develops relationships with prospective passive and active talent for possible future opportunities. Seek out and recommend creative new ways of sourcing diverse talent by maintaining awareness of competitive landscape, industry trends and recruitment standards
  • Manage the relationship with third party providers, work as the HAS Liaison with executive search firms or other placement agencies to develop and maintain a highly qualified candidate pool for the position.
  • Intern program manager: oversees the development, management and implementation of the internship program. Works directly with the management team to identify meaningful intern assignments/projects for various divisions. Utilizes career development experience to lead a complete and comprehensive Intern Program that creates and maintains a steady pipeline of potential personnel for the Houston Airport System as one of the sourcing elements for non-executive roles.
  • HAS Career Website: Oversees HAS' career website and works with stakeholders to ensure information is current and speaks to the target audience and prospective future employees, in addition to enhancing HAS' employer branding.


This position is also responsible for effectively managing the budget for areas of responsibility and may lead other projects specific to the strategic goals of Human Capital Management.



Requires a bachelor's degree in Business Administration, Social Sciences, Language Arts or a related field.



Six years of professional experience in human resources and/or general administration and management are required, with three of the years in recruitment.



Preference will be given to applicants that possess:


  • Extensive knowledge of the full life cycle recruitment process is required. Must have comprehensive knowledge of ethical and professional recruitment standards.
  • A Master's degree in employment law or other human resources discipline highly desirable, knowledge of labor unions, regulations and practices.
  • Knowledge of contracts, such as non-disclosure agreements, and service level agreements will be helpful.
  • A working knowledge of human resources functional areas and applicable state employment laws is expected.
  • Demonstrated proficiency with applicant tracking systems and human resource information systems.
  • Demonstrated proficiency in Microsoft office 365 applications and social media platforms, such as Facebook and LinkedIn, are a must.
  • An HR certification (PHR or SPHR, etc.)
  • Demonstrated knowledge of human resources practices and their application in a corporate setting
  • Highly motivated self-starter, who can effectively prioritize, multi-task and manage to accomplish objectives within prescribed deadlines with excellent organizational and leadership skills with attention to detail.
  • Exceptional consulting, coaching, influencing and facilitation skills
  • Strong communication, interpersonal, relationship building, teamwork and leadership skills
  • Strong analytical and decision-making skills that enable working creatively with complex and dynamic environments
  • Tha ability to work in non-standardized, complex and varied business environment that requires interpretation of technical and detailed guidelines, policies and procedures.
  • Advanced analytic ability to gather and interpret data where answers can be found only after detailed analysis of many facts.
