Job Description

We are looking for a Team Leaderto analyze the business domain, document its processes and systems, outline business requirements, and match a software business model with the software to be implemented. This position will be full-time and hybrid in Newark, DE.

What You'll Do

  • Team Leadership: Manage, mentor, and lead an 8-person Mainframe Support/Development team, fostering a collaborative and high-performance environment

  • Legacy System Retirement: Oversee the transition from legacy systems to new modernized enterprise applications, ensuring seamless integration and minimal disruption to operations

  • Day-to-Day Support: Provide comprehensive support for daily business operations, ensuring systems run smoothly and efficiently

  • Modernization Support: Lead the transition to modernized platforms, aligning the technical solution with a strong production support model

  • Vendor Management: Develop and maintain effective relationships with vendors to optimize support processes and ensure compliance with service level agreements

  • Project Management: Manage multiple projects concurrently, ensuring timely delivery within scope and budget. Develop project plans, allocate resources, and track progress

  • Stakeholder Engagement: Act as a primary point of contact for stakeholders, facilitating communication and collaboration across cross-functional teams

  • Process Improvement: Identify opportunities for process optimization and implement strategies to enhance system performance and customer satisfaction

  • Plan, schedule, and evaluates the work of Application Support personnel engaged in all phases of system analysis and programming support

  • Assists requesting users in requirements development for operational work related to Unemployment Insurance (UI) division

  • Assists in design of future information system support protocol

  • Assists and manages integration of legacy system data and technical support processes into Modernized system environment

  • Assists managers in development, modification and implementation of departmental policies and procedures for data migration.

  • Provides management with accurate and timely reports to include operational and project status reports

  • Provides technical direction and guidance to staff and users

  • Partner with modernization teams to align support plans with phased system rollouts

  • Identify critical legacy components that require parallel support during cutover phases

  • Ensure complete mapping of legacy-to-modern functionality to prevent service gaps

  • Contribute to transition strategies, including co-existence models, data migration, and API integration support

  • Facilitate cross-training between legacy and modernization teams to build hybrid capability

  • Oversee the creation of detailed transition documents, including architecture diagrams, test plans, and support playbooks

  • Ensure tribal knowledge from legacy SMEs is captured and transferred to new teams

  • Act as a liaison between technical teams and business stakeholders regarding legacy system status and transition impacts

  • Provide regular updates on support readiness, transition risks, and incident trends

What You'll Need

Required:

  • Knowledge of methods, concepts and techniques of supervision and project management

  • Knowledge of concepts, methods and techniques of systems analysis including information needs analysis, requirement analysis and design alternative analysis

  • Knowledge of concepts, methods and techniques of system design, program specification preparation, and computer programming

  • Knowledge of Data Base Management concepts and System Development Life Cycle methodology concepts

  • Skill in communicating effectively with users, both orally and written

  • Ability to think creatively and to develop creative solutions to management information system problems

  • Ability to plan, schedule, assign, delegate, monitor and evaluate the work of an application support unit

  • Ability to plan and achieve short and long term goals

  • Ability to implement agency's rules, regulations and standards

  • Ability to analyze and define users' data requirements, translating them into design specifications for computer program development

  • Ability to design a logical flow of program steps and illustrate the sequence by flow charting

  • Ability to write clear, concise, informative reports

  • Ability to train application support personnel

  • Ability to write user, operational and program documentation.

  • Ability to establish and maintain effective working relationships with users and co-workers

Preferred:

  • Government/State project experience

  • State Unemployment Insurance/Compensation systems

  • Modernization project leadership experience

Physical Demands

  • Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards

  • Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

  • Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor

The pay range for this position is $130,000 - $150,000 annually (USD). Exact compensation may vary based on several factors, including location, experience, and education. Benefit package includes medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role receive paid time off and may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
