Description
Key Responsibilities
- Represent the Owner in construction quality and commissioning meetings with General Contractors, third-party vendors, and trade partners, providing leadership and direction on quality standards.
- Develop, implement, and manage Quality Management Plans (QMPs) and Commissioning Plans, establishing processes and standards for efficient execution.
- Monitor and enforce construction quality standards across all project stages, auditing activities to ensure conformance with Quality Procedures and contractual requirements.
- Oversee construction schedules, flag delays or risks, and coordinate corrective actions with Project Managers, Field Engineers, and QA/QC teams.
- Collaborate with design, sourcing, construction, and facility operations teams to ensure alignment with design specifications and operational readiness during the transition from construction to commissioning.
- Develop and monitor quality program metrics to evaluate project performance, analyze trends, and drive corrective actions for non-conformances or quality issues.
- Conduct or coordinate site inspections, punch list walkthroughs, and sign-off processes for mechanical, electrical, plumbing (MEP), and instrumentation and control (I&C) systems.
- Audit factory witness tests for Owner-Furnished Contractor-Installed (OFCI), Meta-Owned Facility Equipment (MOFE), and Contractor-Furnished Contractor-Installed (CFCI) equipment and systems.
- Review and provide feedback on Commissioning Authority Level 4 and 5 scripts, Turnover Documentation Packages, and Level 2/3/4/5 testing documentation for completeness and accuracy.
- Partner with Construction Managers to ensure compliance with energization, start-up, and commissioning schedules, driving closure of open issues and escalating delays as needed.
- Provide training to personnel on quality procedures and responsibilities, mentoring on-site quality and commissioning teams to build high-performing partnerships.
- Ensure all documentation, inspections, and reports comply with regulatory, internal, and Meta Quality Program standards.
- Attend required meetings, including weekly project updates, monthly global quality reviews, MEP/OAC meetings, and daily start-up/commissioning discussions.
- Provide technical input and status updates to internal stakeholders, client leadership, and contractor leadership, fostering cross-functional communication.
- Recommend and verify corrective and preventive actions for project non-conformances, coordinating with project and quality management teams.
Required Qualifications
- 7+ years of experience in construction management, QA/QC, and/or commissioning roles for data centers or mission-critical construction projects.
- Proven experience managing schedules, quality, and contractor performance across large infrastructure or capital projects.
- Strong understanding of construction trades, sequencing, and building systems (MEP, civil/structural, building envelope, and I&C).
- Experience leading QA/QC and commissioning programs, including contractor, consultant, and vendor management.
- Comfortable operating as an Owner’s Representative, engaging credibly with contractors, suppliers, engineering firms, and technical stakeholders in high-stakes meetings.
- Experience with Design-Build and Design-Bid-Build construction programs.
- Familiarity with commissioning processes, building management systems, and mission-critical power and cooling infrastructure.
- Excellent organizational, written, and verbal communication skills, with the ability to mentor teams and provide performance feedback.
- Working knowledge of project management and quality tools such as Procore, Primavera P6, Bluebeam, Autodesk BIM360 Field, or ACC Build.
Preferred Qualifications
- Background from IX Infrastructure, Capital Projects, IX Manufacturing, or Meta Data Center Engineering & Construction teams.
- Certifications such as Certified Commissioning Authority (CxA), LEED, QA/QC auditor credentials, or Project Management Professional (PMP).
- Bachelor’s degree in Engineering, Construction Management, or a related field.
- Experience in personnel management, staffing, and scheduling in fast-paced, hands-on environments.
- Familiarity with Meta’s Quality Program Standards and processes for global campus delivery.
