Bakinaw Federal Contracting Corporation and SciTech Services, Inc. are seeking an experienced Project Manager to oversee laboratory animal care and veterinary support services at a federal research facility on Aberdeen Proving Ground, Edgewood Area, MD. This position is responsible for personnel management, daily contract operations, regulatory compliance, and ensuring high-quality animal care and research support services.
Duties include but are not limited to:
- Supervise animal care technicians, veterinary technicians, cage wash technicians, and veterinary professionals.
- Manage staffing, scheduling, employee performance, recruitment, training, and workforce assignments.
- Oversee contract operations, ensuring compliance with the Performance Work Statement (PWS) and contractual requirements.
- Monitor contract deliverables, performance metrics, and operational reports.
- Ensure compliance with the Animal Welfare Act, IACUC requirements, AAALAC standards, and established SOPs.
- Coordinate animal care, veterinary services, and research support involving rodents, nonhuman primates, swine, ferrets, and other laboratory species.
- Collaborate with government representatives, veterinary leadership, and research personnel.
- Support inspections, quality assurance, employee training, and continuous process improvement.
Qualifications
- Bachelor’s degree in Animal Science, Biology, Veterinary Technology, Business Administration, or a related field, or equivalent relevant experience.
- Experience supervising personnel in laboratory animal care, veterinary services, or research operations.
- Knowledge of animal welfare regulations, laboratory operations, and compliance requirements.
- Strong leadership, communication, organizational, and problem-solving skills.
- Experience with federal government contracts and PWS requirements preferred.
- AALAS certification or Project Management Professional (PMP) certification preferred.

- Security Clearance: Must be able to obtain and maintain a federal Secret security clearance; employment is contingent upon meeting all facility access requirements.
- Flexibility to support weekend coverage and operational emergencies as needed.
- Must be able to stand for long periods of time, lift, pull, and push equipment weighing up to 50 lbs.
