Position Overview
The Industrial Risk Manager establishes, maintains, and oversees the site's comprehensive risk management framework. This role drives the integrity management program, focusing on safety-critical barrier management. By collaborating across departments, the manager ensures all operational activities prioritize safety, mitigate operational hazards, and strictly comply with corporate and government regulations.
Key Responsibilities
Risk Analysis & Mitigation
- Mitigate Major Hazards: Identify, assess, and control major operational risks, specifically fire, explosion, pollution, and toxicity.
- Deploy Safety Barriers: Design and execute the industrial risk management program, with a primary focus on critical safety barriers.
- Lead Risk Assessments: Manage process safety risk analyses by securing and verifying competent technical resources, whether internal specialists or external contractors.
- Action Plan Management: Formulate and track targeted action plans to effectively control and minimize industrial risks.
Compliance, Audits & Agency Representation
- Regulatory Liaison: Serve as the primary technical point of contact for the site, parent company, and regulatory bodies (e.g., EPA, DREAL, Prefecture, and local authorities).
- Manage Inspections & Reporting: Coordinate regulatory inspections, draft official responses, and formalize studies regarding environmental regulations and group audits.
- Ensure Operational Permitting: Validate that safety actions for priority/critical processes align with major accident prevention and license-to-operate requirements.
Cross-Functional Collaboration & Governance
- Cross-Department Alignment: Partner closely with internal teams to ensure all activities meet rigorous safety standards and regulatory compliance.
- Safety Management Custodian: Act as the ultimate gatekeeper for the site's Safety Management System (SMS) and co-validate operational change requests (MOC) alongside HSE leadership.
Culture & Capability Building
- Upskill Workforce: Advance employee technical and methodological capabilities by sharing best practices and embedding a robust process safety culture platform-wide.
- Metrics & Reporting: Propose, track, and report on key regulatory, normative, and operational HSE indicators to drive continuous improvement.
Required Qualifications
Education & Experience
- Education:Engineering degree (or equivalent) specializing in safety, environmental science, or engineering.
- Experience: Minimum 10 years of experience dedicated to Industrial Risk Management.
- Industry Focus: Proven experience working within the battery industry.
- Technical Background: Demonstrated success utilizing risk analysis tools, launching industrial safety programs, and leading employee safety training.
Knowledge & Technical Skills
- Regulatory Expertise: Thorough, deep understanding of applicable industrial safety regulations.
- Core Competencies: Strong reporting and analytical capabilities paired with advanced computer skills.
Leadership & Soft Skills
- Communication: Excellent interpersonal and communication skills to collaborate effectively with internal teams and external authorities.
