Job Summary
Reporting to the Chief of Organizational Performance, the Data Manger is an insightful, detail-oriented professional with excellent analytical skills who is able to apply that skill set to data analytics and management within a patient-centered health care environment.
This role oversees the use of data systems and ensures effective data management, secure procedures, and data analysis. The Data Manager is responsible for gathering data from multiple sources, including our Electronic Health Record, department-specific software, and external benchmarking sources, and synthesizing this data into user-friendly visuals containing actionable information.
The Data Manager produces reports for all levels of staff, the PACE-RI Board, and external stakeholders. It is expected that this role will have excellent people skills and be able to train colleagues to pull simple reports for real-time usage. Paramount for this position is an understanding of how to solve problems, think critically, and own projects from start to finish.
In addition to technical and AI fluency, this role utilizes problem-solving and critical thinking skills, strong communication and stakeholder management, demonstrates ownership and independence, and engages in the work with curiosity and adaptability.
The Data Manager also supervises the Medical Coder and contributes to PACE-RI’s Risk Adjustment program as required.
Duties/Responsibilities
- Extract, transform, and load (ETL) data in an organized manner into Snowflake Data Warehouse from various sources. Own and maintain organization and function of Snowflake Data Warehouse.
- Create visually appealing and interactive dashboards, reports, and presentations using tools visualization tools
- Partner with stakeholders to define key performance indicators (KPIs) and metrics that support monitoring and improvement activities.
- Lead the creation and implementation of an organizational Data Strategy plan, outlining governance structures, data definitions and hierarchies, KPIs, etc.
- Works across multiple departments and with leadership to help define data and reporting needs. Adapts or designs programs necessary to support data collection, analysis, and reporting.
- Serves as coordinator of departmental reports; this involves collaborating with managers to identify useful measures to track, assisting in formatting reports, and teaching them the skills to independently run the reports.
- Identifies benchmarks and thresholds using local, national, and best practice data sources for internal data analysis comparison.
- Works closely with Quality department to identify and report on data points that indicate how PACE-RI is performing on clinical quality metrics and other QI initiatives.
- Ensures timely and accurate submission of data through the HPMS Federal system, National PACE Association, State reports, and others as needed.
- Develops EHR expertise in order to create custom reports, build templates, and research information on organization- wide initiatives.
- Oversees the integration of new technologies and initiatives into data standards and reports; assists in implementation of new software systems.
- Assesses system performance, makes recommendations and evaluates options in the selection of new software systems.
- Engages in survey preparation for any State and Federal agency by providing support in data collection, analysis, and explanation.
- Participates in research and recommends additional or replacement new data systems/source vendors.
- Cooperates with CEO and Finance department as needed to gather data for strategic planning needs, rate setting, and to contribute to analysis of business cases.
- Selects appropriate tools and methods and maintains the existing programs to ensure appropriate transfer of data.
- Prepares written description of processes (Standard Operating Procedures/SOPs) that allow for shared learning and use of data; SOPs will instruct users on how to protect the integrity of the databases.
- Troubleshoots data-related problems and performs data audits to ensure and improve data integrity; investigates and resolves data discrepancies.
- Communicates findings to stakeholders using documented best practices for visualization.
- Serves as PACE-RI representative to external partner organizations; represents the organization in a professional and collaborative manner.
- Manages relationship with Intus Care serves as super user of Intus system; provides continual education to staff on use cases.
- Trains staff on basic reporting functions to enable them to produce information efficiently and accurately.
- Supervises Medical Coder, participates in Risk Adjustment Program as necessary.
- Ensures that coding practices and procedures are compliant and effective.
- Develops a structure with staff to collect departmental information that is necessary to complete regulatorily required reports.
- Performs other related duties as required and assigned.
Requirements:
Required Skills & Abilities:
- Strong analytical and problem-solving skills with attention to detail
- Strong foundation in data analysis and manipulation.
- Technical and AI fluency: SQL, Python, Snowflake; proficiency in BI tools such as PowerBI/Tableau.
- Ability to take initiate on solving data challenges, address data gaps, and improve the organizational data plan.
- Ability to maintain sound judgement under stress and communicate effectively.
- Dependable and punctual with ability to maintain consistent attendance.
- Ability to read, write and comprehend English.

Education Requirements
- Bachelor's Degree in Data Analytics, Computer Science, Healthcare Informatics, or related field, Required
- Master's Degree, Preferred
Physical Requirements
- Must be able to tolerate prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 10 pounds and at times up to 20 pounds.
- Must be able to navigate various departments of the organization's physical premises as well as related community care settings.
- Must be able to tolerate conditions typically associated within a medical office and/or home care setting including potential exposure to bloodborne pathogens and infectious diseases.
Experience
- 3 to 5 years of data experience required
- 1 to 3 years of EMR/EHR experience, Preferred
- 1 to 3 years of Health Care Industry Experience, Preferred
- 1 to 3 Years of Staff Management Experience, Preferred
- 1 year of experience working with a frail or elderly population, Preferred
- Proficiency in Microsoft Excel required
