Role Mission
The Civil Estimator / Project Manager develops accurate, competitive estimates for civil work and manages awarded projects through closeout. This role connects bid strategy and field execution, protecting project margin, schedule, cash flow, and client relationships from pursuit through completion.
Core Responsibilities
- Review civil bid documents, drawings, specifications, and site conditions to develop precise takeoffs, cost estimates, and production assumptions.
- Prepare competitive proposals with clear scope, qualifications, allowances, and alternates; work with Preconstruction on pricing strategy and risk.
- Own bid documentation, client clarifications, and turnover of quantities, assumptions, exclusions, schedule, and buyout strategy.
- Lead awarded civil projects through closeout, coordinating field leadership, subcontractors, procurement, equipment, and clients.
- Own project cost tracking, forecasting, WIP, billing, cash flow, and production performance to protect profitability.
- Price and document change orders, manage schedule and execution risks, and maintain accurate project records.
- Compare actual job costs and production with the estimate; use lessons learned to improve future bids and project delivery.
Requirements:
- Strong technical knowledge of civil construction, estimating, production operations, and project execution.
- Ability to interpret drawings, contracts, specifications, and schedules and build accurate takeoffs and proposals.
- Strong command of job cost, forecasting, WIP, billing, cash flow, change orders, and risk management.
- Ability to lead field and office coordination while managing bids and multiple active projects using estimating and project controls tools.
