Overview
T12 Technologies is seeking an experienced Program Manager / Team Lead to direct End-Use Monitoring (EUM) of U.S.-funded equipment transferred to the Government of Haiti (GoH) under a contract with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). This key personnel position holds full responsibility for contract performance, deliverables, quality control, and reporting, and has the authority to make major implementation decisions. The Program Manager leads a six-person team a Design, Monitoring & Evaluation Specialist and four EUM Specialists monitoring approximately 15,000 assets, expected to grow to 25,000–30,000 in 2026, including weapons, ammunition, night vision devices, body armor, vehicles, and UAVs across all 10 departments of Haiti. The position is based full-time in Port-au-Prince and serves as the primary point of contact for INL Port-au-Prince (INL PaP), INL/WHP, the Contracting Officer (CO), and the Contracting Officer’s Representative (COR).
Key Responsibilities
- Program Leadership & Contract Execution
- Oversee performance of all work under the contract, including deliverables, quality control, contract execution, and reporting; serve as the primary point of contact for INL PaP, INL/WHP, the CO, and the COR.
- Supervise, task, and evaluate the DME Specialist and four EUM Specialists; set field priorities and ensure consistent, high-quality inspection practices.
- Develop the Draft Work Plan within 15 days of award and the Final Work Plan within 5 days of Government feedback, including activities, schedules, milestones, and staffing.
- Establish and maintain the Quality Control Plan and ensure identified deficiencies are corrected and do not recur.
- Lead phase-in so that all personnel are on board within 60 days of Notice to Proceed.
- EUM Operations (Tasks A–E)
- Direct asset inspections and usage monitoring, including biannual inspections of high-risk articles such as weapons, ammunition, drones, and armored personnel carriers (APCs).
- Lead the full audit and inventory of priority assets and the design of an inventory system that supports future property transfers to the GoH.
- Oversee the review of Post EUM procedures
- Coordinate team support to asset handovers and barcode tagging, and to physical security audits
- Ensure Lost, Destroyed, Damaged, or Stolen (LDDT) assets are reported to INL/WHP and INL PaP, and support disposal and demilitarization processing.
- Reporting & Stakeholder Management
- Lead biweekly progress meetings
- Coordinate site access and scheduling while ensuring all staff identify clearly as contractors.
- Security, Logistics & Personnel Accountability
- Hold overall responsibility for the use of official vehicles, including armored vehicle policies, maintenance approvals, and documentation to the COR.
- Plan and submit monthly travel requests with risk assessments and cost estimates; coordinate with the COR and RSO on movement security for all field travel.
- Implement INL’s Risk Mitigation Plan for Haiti, including compliant accommodation, personnel accountability procedures, and the evacuation and drawdown plan.
- Ensure all personnel complete required security training (HTSOS-C, FACT/eFACT) and maintain vetting, medical, and training records.
- Enforce information security requirements, including NIST-compliant Microsoft 365 storage, encrypted devices, VPN use, and need-to-know access.
Required Qualifications
Education
- Bachelor’s degree required.
Experience & Requirements
- Minimum five (5) years of experience in monitoring and evaluation, strategic planning, process mapping, performance management, and/or auditing and administration.
- At least two (2) years of experience as a team lead or managing staff.
- At least two (2) years of experience supporting overseas logistics programs, preferably OCONUS and involving defense articles.
- Experience developing training materials, procedures, and policy.
- Required: U.S. Citizen with an active Secret clearance.
- Based full-time in Port-au-Prince, Haiti.
- Able to drive armored vehicles.
Preferred
- Fluency in French and/or Haitian Creole.
- Prior experience leading teams in high-threat or post-conflict environments, ideally in Haiti or the Caribbean.
Working Conditions
- Based in Port-au-Prince, Haiti, with regular field travel across all 10 departments, including remote, rural, and conflict-adjacent areas.
- All travel outside the ‘white’ zone in Port-au-Prince is conducted in armored vehicles with armed guards; no personal travel in the ‘red’ zone, no walking movements or public transportation, and no travel outside the Tabarre area after dark.
