Project Manager (PM)

Position Summary

The Project Manager holds single-point accountability for all contract performance, serving as the Contractor's authorized representative to the Government for the sustainment, engineering, and OCONUS deployment of the Medical Executive Information System (MEDXS) and associated MEDEX capabilities. The PM directs an integrated team of engineers, administrators, and information managers supporting enterprise nodes in CONUS and forward-deployed theater locations; owns cost, schedule, technical performance, and quality; and ensures the program satisfies all Performance Work Statement requirements, Service Level Agreements, and DoD cybersecurity mandates. This role balances day-to-day operational responsiveness at DHHQ with the deliberate planning discipline required to mobilize, deploy, and sustain personnel and systems across multiple combatant command areas of responsibility.

Primary duty station is the Defense Health Headquarters (DHHQ), Falls Church, Virginia. On-site presence is required; telework is by Government approval only and is not guaranteed.

Essential Duties and Responsibilities

• Serve as the Contractor's single authorized point of contact to the Government COR and Program Manager; maintain responsibility and authority for all contractual actions, technical direction interpretation, and performance commitments.
• Plan, direct, and control the full scope of contract execution across all task areas, integrating CONUS sustainment at DHHQ with multi-node OCONUS deployment and sustainment activity in the CENTCOM and EUCOM areas of responsibility.
• Develop, baseline, and maintain the Integrated Master Schedule (IMS) and Work Breakdown Structure; manage critical path, schedule float, and dependency chains across concurrent sustainment, modernization, and deployment efforts.
• Own cost and financial performance: build and maintain staffing plans and labor forecasts, track burn rate against funded value, monitor funding thresholds, and issue limitation of funds and limitation of cost notifications in accordance with FAR requirements.
• Prepare and deliver all contract data requirements including the Monthly Status Report, Program Management Review materials, staffing and personnel rosters, risk registers, deliverable schedules, and trip reports.
• Establish and chair recurring program governance: weekly technical syncs, monthly In-Progress Reviews, quarterly Program Management Reviews, and ad hoc incident and outage after-action reviews.
• Own the program risk and issue management process; identify, quantify, and assign mitigation ownership for technical, schedule, staffing, supply chain, and theater-access risks, and escalate to the Government with recommended courses of action.
• Direct all OCONUS mobilization and deployment planning, including Synchronized Predeployment and Operational Tracker (SPOT) entries, Letter of Authorization (LOA) generation and maintenance, theater business clearance, country clearance requests, CRC or theater-specific processing, medical and dental readiness, and government furnished equipment accountability.
• Coordinate directly with combatant command, Service component, and Military Treatment Facility stakeholders to sequence site installations, upgrades, and cutovers around operational and clinical mission constraints.
• Manage Key Personnel: recruit, vet, onboard, and retain qualified cleared staff; validate that every proposed candidate meets or exceeds the Section 2.11.5.4 minimum education, experience, and certification requirements before submission for Government approval.
• Submit Key Personnel substitution requests with supporting qualification documentation and obtain Government concurrence prior to any personnel change; maintain continuity of operations during transitions.
• Enforce the Quality Control Plan and quality assurance surveillance; monitor performance against Service Level Agreements and Acceptable Quality Levels, analyze trends, and drive corrective and preventive action to closure.
• Ensure program-wide compliance with the DoD Risk Management Framework, Authorization to Operate conditions, HIPAA and HITECH safeguards for protected health information, DoD 8570.01-M / 8140 workforce certification currency, and applicable STIG and IAVA remediation timelines.
• Oversee subcontractor and teaming partner performance, including work allocation, invoice review, deliverable acceptance, and flow-down of security and compliance requirements.
• Manage configuration and change control participation: represent the contract at the Government Configuration Control Board and Change Advisory Board and ensure approved changes are resourced and scheduled.
• Lead contract phase-in and phase-out activity, including transition plan execution, knowledge capture, property inventory and turnover, and account and credential transfer.
• Serve as the escalation authority for Severity 1 outages affecting clinical or command information flow, coordinating the technical response and providing executive-level situational reporting to the Government.
  

Minimum Qualifications

• Bachelor's Degree from an accredited institution.
• Minimum ten (10) years of information technology project management experience, including demonstrated responsibility for cost, schedule, and technical performance on efforts of comparable size and complexity.
• Project Management Professional (PMP) certification, or an equivalent recognized project management credential, current and in good standing.
• Proven experience managing multi-node OCONUS deployments within the CENTCOM and/or EUCOM areas of responsibility.
• Ability to obtain and maintain the required security clearance and IT-level designation.
  
  

Preferred Qualifications

• Prior program management experience supporting the Defense Health Agency, the Military Health System, or a Service medical command.
• Direct familiarity with MEDXS, MEDEX, or comparable DoD medical information and executive reporting systems.
• Experience managing firm-fixed-price and time-and-materials CLIN structures within a single contract, including earned value or equivalent performance measurement.
• Master's Degree in Information Technology, Systems Engineering, Business Administration, or a related discipline.
• ITIL v4 Foundation or higher; Agile/Scrum credential (PMI-ACP, CSM, or SAFe).
• Prior personal OCONUS deployment experience in a contractor or military capacity.
• Federal Acquisition Certification or DAWIA-equivalent coursework in program management.
  
  

Required Technical Skills and Competencies

• Program planning and control tooling: Microsoft Project, Project Online or Project for the Web, Azure DevOps or Jira, and SharePoint-based deliverable management.
• Working command of FAR/DFARS clauses governing key personnel, limitation of funds, government property, and contractor personnel supporting operations outside the United States.
• Fluency in DoD cybersecurity and health IT governance: RMF, eMASS workflows, ATO conditions, STIG compliance, HIPAA Security Rule, and DoD 8570/8140.
• Executive written and verbal communication, including the ability to brief flag-level and Senior Executive Service audiences on technical risk in mission terms.
  
  

Performance Standards

• All contract deliverables submitted on or before the contractual due date with zero Government-rejected submissions.
• Key Personnel positions maintained at or above the required fill rate, with substitution packages submitted in advance of any vacancy.
• Monthly financial reporting accurate within the contractually specified variance threshold.
• Zero missed SPOT/LOA or theater clearance milestones resulting in delayed deployment.
  
  

Work Environment and Conditions

• Primary duty station is the Defense Health Headquarters (DHHQ), Falls Church, Virginia. On-site presence is required per the contract; telework is by Government approval only and is not guaranteed.
• Standard core hours align to Government business hours in the Eastern time zone, with on-call and after-hours support required for scheduled maintenance windows, system outages, and OCONUS time-zone coverage.
• Work is performed in a Government office and data center/NOSC environment. Occasional lifting of equipment up to 40 pounds, work in raised-floor data center spaces, and extended periods at a workstation are expected.
• Position requires a favorably adjudicated background investigation and the ability to obtain and maintain the contract-required security clearance and IT-level designation (ADP/IT-I or IT-II as assigned).
• All personnel must satisfy DoD 8570.01-M / DoD 8140 baseline certification requirements prior to being granted privileged access and must maintain continuing education to keep certifications current.
