Systems Architect/Technical Lead

Overview

CVP is seeking a Systems Architect / Technical Lead to provide technical authority for NIH's custom forms-based ethics system.NIHsupports approximately18,000 usersand processed 16,824 ethics reports in FY25. This role requires the ability to rapidly baseline the incumbent platform and develop a modernization path for a sensitive, audit-intensive application.

Responsibilities

• Provide technical authority forapplicationarchitecture, forms/workflow design, and data/integration patterns
• Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
• Design scalable seasonal workload architecture and secure handling of sensitive financial-disclosure information
• Develop audit trails, reporting architecture, and role-based routing/certification patterns
• Rapidly baseline the incumbent implementation technology and develop a modernization roadmap
• Produce ARB artifacts and technical standards; mentor the engineering team

Qualifications

• Must be eligible to obtain a Public Trust clearance
• BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience
• 10+ years of technical leadership experience
• 8+ years of enterprise system development/integration experience
• 3+ years on comparable scope/complexity efforts
• Cloud/DevSecOpsmodernization experience
• Deep forms/workflow application architecture experience
• Strong knowledge of role-based routing/certification, secure handling of sensitive financial-disclosure data, and audit trail design
• Ability to rapidly baseline incumbent architecture

Desired Skills

• NIH EPLC architecture/design artifacts knowledge
• FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
• DevSecOps/CI-CD, automated testing, and code qualityproficiency
• Cloud experience (AWS/Azure/GCP); containers/IaCas appropriate
• Government-approved AI-assisted code/test workflow experience
• On-site availability when directed

Salary Range: $160,000 - $180,000 (depending on experience)
