Job Title: Project Manager – HR Operations

Employment Type:Full-Time with Benefits
Work Mode:Onsite – Washington, DC
Work Authorization:U.S. Citizenship required due to federal contract requirements.
Security Requirement:Public Trust / Suitability Background Investigation (Tier 1/NACI or higher, as required by the applicable Task Order).

Position Overview

· We are seeking aProject Manager – HR Operationsto manage and coordinate federal HR records and digitization activities. The role will oversee project schedules, deliverables, team coordination, quality control, stakeholder communication, and project reporting, while applying working knowledge of federal HR processes and personnel records.

Key Responsibilities

  • Manage project plans, schedules, milestones, deliverables, and day-to-day project activities.
  • Coordinate project team resources and monitor work to ensure timely and accurate completion.
  • Track project status, risks, issues, dependencies, and action items; provide regular status updates.
  • Coordinate with government stakeholders and Points of Contact to resolve project and documentation issues.
  • Oversee the review, reconciliation, scanning, quality control, and transition of Official Personnel Files (OPFs) to eOPF.
  • Review HR documentation for completeness, accuracy, and compliance with applicable requirements.
  • Support Federal HR activities, including personnel records, PAR processing, and related HR systems.
  • Maintain project documentation, reports, trackers, and other required records.
  • Identify process improvements to enhance project efficiency, quality, and delivery.

Experience Required

  • Project management experience, preferably supporting federal government or HR-related projects.
  • Federal HR or personnel records experience, including OPF/eOPF, personnel processing, staffing, or related functions.
  • Experience with project tracking, reporting, stakeholder coordination, and quality control.
  • Working knowledge of eOPF, HRConnect, NFC Mainframe/Reporting, and/or similar federal HR systems.
  • Experience with Personnel Action Request (PAR) processing or related federal personnel actions.
  • Experience supporting large-scale document digitization or electronic records management.
  • Experience with FADGI guidelines, preferably in support of eOPF digitization.

Preferred Skills

  • Proficiency with Microsoft Office, particularly Excel, Word, PowerPoint, and SharePoint.
  • Proficiency with scanning equipment and quality control review for HR documentation.
  • Knowledge of OPM personnel recordkeeping requirements and NARA records schedules.
  • Experience managing IT, records management, or digital transformation projects.
  • Strong communication, organizational, analytical, and problem-solving skills.

Educational Qualifications

  • Bachelor’s degree in Business Administration, Human Resources, Project Management, or a related field.

Required Certification

  • Project Management Professional (PMP).

Physical/Work Environment

This position is onsite in Washington, DC and requires the ability to perform standard office and project-management duties, including working with electronic and paper records and related office equipment.
