HCH Enterprises, LLC is seeking a Senior Project Manager.This is a full-time position with HCH Enterprises, LLC, contract position with the state of Rhode Island.

RHTP Project Manager-Senior

Rural Community Health Network Lead

General Statement of Duties: At a high level of expertise, manage a team to execute complex professional projects to support development of community health networks in rural Rhode Island. This work may involve strategic planning and policy, project management, stakeholder engagement and coordination, program development and implementation, personnel management, and data analysis. Such responsibilities shall be executed with a high degree of independence, in support of the objectives of the Rural Health Transformation Program (RHTP) and related health, including Health Care System Planning (HCSP).

Supervision: Work under the direction and guidance of senior EOHHS program and policy leadership with ownership and of key deliverables, exercising initiative and independent judgment in the utilization of professional standards and techniques.

Supervision Exercised: Supervise personnel assigned to assist on a regular project basis and ensure that work products are developed in a qualitative and timely manner.

SCOPE OF WORK

Rural Health Transformation

Lead a team in implementing rural community health networks as part of Initiative 1 of Rhode Island’s Rural Health Transformation Program (RHTP). Responsibilities shall include:

  • Execute strategic plans for implementation of rural community health networks
  • Coordinate with RHTP community engagement team to engage stakeholders, including network grantees, in planning and implementation
  • Guide team members implementing rural community health networks, including managing performance, providing assistance as needed, and escalating any challenges or risks
  • Develop infrastructure and tools needed to support launch of rural community health networks
  • Exercise creative problem-solving to address unique challenges involved in implementing an innovative model of health infrastructure in rural Rhode Island
  • Support rural community health network staff in fostering and facilitating strong relationships with community leaders
  • Liaise with EOHHS leadership and RHTP project leads to align project implementation with community identified needs and priorities surfaced by rural community health networks
  • Support development of program evaluation and design
  • Integrate and align RHTP objectives with HCSP (Executive Order 24-04) work
  • Serve as a member of internal RHTP teams as necessary to ensure compliance with RHTP requirements and alignment with RHTP objectives

REQUIRED QUALIFICATIONS FOR APPOINTMENT

Knowledge, Skills, and Capacity:

  • Thorough understanding of the key stakeholders in RI rural communities, including municipal government, healthcare providers, community-based organizations, advocates, community leaders, and others across systems of care and populations served. Candidates with existing relationships with rural communities preferred.
  • Significant knowledge of the core principles of public health and the elements of the healthcare system. Including experience with program implementation, policy and planning, program administration, research, data analytics, and stakeholder engagement.
  • Demonstrated knowledge of the factors that limit access to health services and impact health outcomes of rural Rhode Islanders, including social, environmental, and economic factors.
  • Demonstrated experience managing complex health, human services, public policy, public administration, or community-based program initiatives, preferably involving rural health, health equity, Medicaid, public health, or health system transformation.
  • Excellent writing, facilitation, communication, interpersonal skills, and organization, including using Microsoft Office tools as required to support execution.
  • Strong project management skills, including the ability to develop workplans, implementation tools, meeting materials, decision documents, status reports, and other products needed to support program launch and ongoing operations.
  • Ability to lead multidisciplinary teams, assign and monitor work, manage timelines and deliverables, provide guidance to staff, and escalate risks or barriers appropriately.
  • Familiarity with grant-funded programs, compliance monitoring, reporting requirements, procurement or contracting processes, and interagency coordination is preferred.

Education and Experience

Education: Such as may have been gained through: Possession of a Master’s degree from a college of recognized standing with specialization in a relevant field of Health Policy, Social Work, Public Policy, Public Administration, Human Services, a licensed health profession, or a closely related field; and

Experience: Such as may have been gained through 5-7 years of employment in a professional position with responsibilities related to health policy, public health, municipal government, public administration, program administration, or other relevant experience.

Or, any combination of education and experience that shall be substantially equivalent to the above.

This is a hybrid position. Candidate MUST be local to RI. Projected start date is as soon as possible. Length of contract is at least 1 year. Annual compensation range is $92,700.00 To $119,600.00.
