Job Overview

At GovCIO, our mission is to transform government IT using advanced technologies and Agile methodologies. We’re looking for a UI developer/tester hybrid who is a Human Centered Design standout. You will help guide an inter-disciplinary team as you work together to create the tools and features that will improve the delivery of services and benefits to millions. You’ll need to be an outstanding communicator, a dedicated organizer, and a consensus-building collaborator. As you apply HCD best practices, you’ll prioritize the user, promote inclusivity, and advocate for great UX/UI.

Responsibilities

  • Apply your knowledge of UI best practices to test, develop, and expand a set of custom developed ServiceNow applications utilizing the Now Platform
  • Engage with developers, content creators, and clients, and look for consensus
  • Conduct research activities, user sessions, or workshops to discover and deliver compelling insights and recommendations
  • Guide team members and stakeholders through HCD-centric development processes by documenting the HCD process from flow diagrams to functioning prototypes.
  • Organize research and design references for easy access
  • Present findings and inspire empathy-based understanding
  • Create well-designed, visually appealing UX/UI solutions making best use of design system elements
  • Solve problems by prioritizing the user and design for maximum inclusivity
  • Diagnose and troubleshoot production application issues
  • Promote and drive innovation in technologies, processes, and tools
  • Work with Product Owners and Scrum Teams in requirements decomposition, backlog refinement, and breakdown of user stories and tasks
  • Interaction with stakeholders in support of the Product Owner
  • Use unit and integration testing to ensure systems is defect free
  • Interface with internal and Government management personnel

Qualifications

Required Skills and Experience

  • Degree in Engineering, Human Centered Design, User Centered Design, User Experience Design, Design Thinking, Human Factors Engineering or related experience and 4 years’ development experience is required
    • 4 years of additional experience can be substituted for education requirements if needed
  • Experience using modern Program/programming languages Java, Ruby, and or Python
  • Demonstrated visual design talent in both UI and presentation materials
  • Excellent understanding of design elements and principles
  • Extensive vocabulary for discussing UX, UI, and HCD concepts
  • Solid experience facilitating user-centric research (Remote sessions a must)
  • Good analysis and synthesis skills in evaluating research
  • A functional understanding of Section 508 mandates
  • Strong affinity for inclusive design and development
  • Experience in Agile development environment
  • Practical experience designing within existing design systems/frameworks
  • Working knowledge of MS Office apps
  • Clear and concise communication skills to support users, teammates and stakeholders
  • Experience writing both unit and end-to-end automated tests
  • Experience in ServiceNow and the Now Platform
  • Must be able to obtain a VA Public Trust

Preferred Skills and Experience

  • 2+ years' experience in ServiceNow and the Now Platform – ITSM, App Engine and/or Integration Hub
  • ServiceNow Security Incident Response certification
  • Strong audio/video/graphical presentation skills
  • Notable experience with software development for government
  • Strong ability to reconcile business/technical/user flows and feature requirements
  • Demonstrated success using visual design tools such as Sketch, Figma, UXPin, InVision, Adobe Creative Suite (XD, Photoshop, Illustrator)
  • ServiceNow development and the Now Platform including, Mobile Studio, and Automated Test Framework
  • Well-versed in DevSecOps and agile IT development and project management methodologies
  • Experience supporting within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
  • Proven VA (or similar government agency) IT development track record highly desired
